Mr. ALIOU Oumarou started his associative life from a young age. At the age of 12 he joined scouting, which enabled him to represent Niger at the 19th World Scout Jamboree held in 1998 in Chile in Latin America. Following his participation in the First World Youth Assembly on road safety held in April 2007 in Geneva (Switzerland), he created the first road safety NGO in Niger, the NGO FONDEÏ MA BORI. He was elected in 2011, President of the African Youth Network for Road Safety;

Thanks to his leadership, Mr. Aliou Oumarou has visited more than 50 countries around the world for advocacy meetings, training workshops, thematic conferences and much more. In 2006 he received training in conflict management and crisis prevention with the “Exchange for Peace” program in Zurich-Switzerland, in 2007 training in International Humanitarian Law in Geneva-Switzerland, in 2008 training in Intercultural Dialogue , Social and Solidarity Entrepreneurship with the “Institut du Nouveau Monde” at the University of Laval in Quebec-Canada, In 2009 a training course on Leadership and Intercultural Dialogue at the North-South Center of the Council of Europe in Lisbon at Portugal, in 2010 training in administrative and financial management in Paris-France to name but a few.

Mr. Aliou has been recognized as Young Ambassador for Peace by the World Federation for Peace and Young Ambassador for Road Safety by the World Health Organization (WHO).

He was elected President of the National Youth Council of Niger for two terms respectively in April 2011 and March 2016.

In June 2012, Mr. Aliou Oumarou was selected to take part in President Barack Obama’s YALI Program. In 2013, it was the French Ministry of Foreign Affairs which named him Niger’s best young leader to participate in the Program for the Invitation of Personalities of the Future (PIPA) in Paris. He holds a Masters in Business Administration and Management.

From 2005 to 2015, he served as the National Coordinator of the Program for the Development of Networks for Education in West Africa (PRODERE-AO), a program funded by the French Development Agency. In November 2014, he was elected Vice-President of the Pan-African Youth Union (UPJ) at the Congress held in Johannesburg-South Africa, thus becoming the first Nigerien to join this Pan-African institution which has existed since 1962. Mr. ALIOU Oumarou is also an expert in the field of the prevention of violent extremism and cybercrime having been trained at the Kofi Annan International Peacekeeping Training Center (KAIPTC) in Accra and at the Gorée Institute in Senegal. Since May 2019, he has chaired the Pan African Youth Union.

He is recognized as a young person of integrity, very respectful to elders and his peers but very vocal when it comes to defending the interests of young people. Thanks to his pragmatism, his dynamism and his high sense of leadership, he has made the National Youth Council of Niger a reference in Africa and even beyond the continent.

 In September 2019, Mr. Aliou Oumarou was named among the 30 most influential Young Leaders in the world. On the occasion of the Republic Day of December 18, 2019 in Tillabéry (Niger), he was decorated by the President of the Republic with the rank of Knight of the National Order of Merit of Niger. Since March 27, 2021, he has been elected Commissioner General of the Association des Scouts du Niger. Mr. Aliou attended this year the first edition of the Leadership Training Program for Peace and Security (LTIPS) with the Organization of the Islamic World Educational, Scientific and Cultural Organization and nominated Young Ambassador of the Peace of the same institution.
